North Africa and the Middle East were main strongholds of Christian civilization before Muslim hordes turned them into impoverished hellholes. Europe survived global jihad because it won the Battle of Tours in 732, the Battle of Lepanto in 1571, and the Battle of Vienna in 1683.

RAND Corporation, a California-based nonprofit global policy institution, has been a major frontrunner in terrorism and counterterrorism studies since the 1970s. RAND, which stands for Research ANd Development, is widely considered the yardstick of measure for comprehensive data on international and domestic terrorism. According to RAND Database of Worldwide Terrorism Incidents, the number of deaths as a result of terrorist attacks in Europe and North America from 2000 to 2010 was 4,873. In 1785, Algerian pirates captured American ships and demanded a ransom of $60,000. It was extortion. Thomas Jefferson vehemently opposed any further payments. He proposed to Congress the formation of a coalition of allied nations who could force the Islamic states into peace. A disinterested Congress decided to pay the ransom. All five mainstream schools of Islamic jurisprudence (Hanafi, Hanbali, Maliki, Shafii and Shia/Jafari) interpret jihad as a war and eternal duty of all able bodied men and women.

- Shafi'i school: A Shafi'i manual of Islamic law that was certified in 1991 by the clerics at Al-Azhar University, one of the leading authorities in the Islamic world, as a reliable guide to Sunni orthodoxy, stipulates about jihad that “the caliph makes war upon Jews, Christians, and Zoroastrians...until they become Muslim or pay the non-Muslim poll tax.” It adds a comment by Sheikh Nuh ‘Ali Salman, a Jordanian expert on Islamic jurisprudence: the caliph wages this war only “provided that he has first invited [Jews, Christians, and Zoroastrians] to enter Islam in faith and practice, and if they will not, then invited them to enter the social order of Islam by paying the non-Muslim poll tax (jizya)...while remaining in their ancestral religions.” ('Umdat al-Salik, o9..
- Of course, there is no caliph today, and hence the oft-repeated claim that Osama et al are waging jihad illegitimately, as no state authority has authorized their jihad. But they explain their actions in terms of defensive jihad, which needs no state authority to call it, and becomes "obligatory for everyone" ('Umdat al-Salik, o9.3) if a Muslim land is attacked. The end of the defensive jihad, however, is not peaceful coexistence with non-Muslims as equals: 'Umdat al-Salik specifies that the warfare against non-Muslims must continue until "the final descent of Jesus." After that, "nothing but Islam will be accepted from them, for taking the poll tax is only effective until Jesus' descent" (o9..
- Hanafi school: A Hanafi manual of Islamic law repeats the same injunctions. It insists that people must be called to embrace Islam before being fought, “because the Prophet so instructed his commanders, directing them to call the infidels to the faith.” It emphasizes that jihad must not be waged for economic gain, but solely for religious reasons: from the call to Islam “the people will hence perceive that they are attacked for the sake of religion, and not for the sake of taking their property, or making slaves of their children, and on this consideration it is possible that they may be induced to agree to the call, in order to save themselves from the troubles of war.”
- However, “if the infidels, upon receiving the call, neither consent to it nor agree to pay capitation tax [jizya], it is then incumbent on the Muslims to call upon God for assistance, and to make war upon them, because God is the assistant of those who serve Him, and the destroyer of His enemies, the infidels, and it is necessary to implore His aid upon every occasion; the Prophet, moreover, commands us so to do.” (Al-Hidayah, II.140)
- Maliki school: Ibn Khaldun (1332-1406), a pioneering historian and philosopher, was also a Maliki legal theorist. In his renowned Muqaddimah, the first work of historical theory, he notes that “in the Muslim community, the holy war is a religious duty, because of the universalism of the Muslim mission and (the obligation to) convert everybody to Islam either by persuasion or by force.” In Islam, the person in charge of religious affairs is concerned with “power politics,” because Islam is “under obligation to gain power over other nations.”
- Hanbali school: The great medieval theorist of what is commonly known today as radical or fundamentalist Islam, Ibn Taymiyya (Taqi al-Din Ahmad Ibn Taymiyya, 1263-1328), was a Hanbali jurist. He directed that “since lawful warfare is essentially jihad and since its aim is that the religion is God’s entirely and God’s word is uppermost, therefore according to all Muslims, those who stand in the way of this aim must be fought.”
- This is also taught by modern-day scholars of Islam. Majid Khadduri was an Iraqi scholar of Islamic law of international renown. In his book War and Peace in the Law of Islam, which was published in 1955 and remains one of the most lucid and illuminating works on the subject, Khadduri says this about jihad:
- The state which is regarded as the instrument for universalizing a certain religion must perforce be an ever expanding state. The Islamic state, whose principal function was to put God's law into practice, sought to establish Islam as the dominant reigning ideology over the entire world....The jihad was therefore employed as an instrument for both the universalization of religion and the establishment of an imperial world state. (P. 51)
- Imran Ahsan Khan Nyazee, Assistant Professor on the Faculty of Shari'ah and Law of the International Islamic University in Islamabad. In his 1994 book The Methodology of Ijtihad, he quotes the twelfth century Maliki jurist Ibn Rushd: "Muslim jurists agreed that the purpose of fighting with the People of the Book...is one of two things: it is either their conversion to Islam or the payment of jizyah." In verse 9:5 Allah tells the Muslims that after the four sacred months (Rajab, Zulqad, ZulHajj, Muharram) have passed, slay (fight and kill) the pagans wherever they are found. Ibn Kathir writes that this means, the earth in general. That means this verse is not meant only for the Meccans pagans; it applicable all around the globe, even today. Echoing ibn Kathir, Jalalyn and ibn Abbas further say: Do not wait until you find them, seek and besiege them in their areas and forts, gather intelligence about them in various roads and fairways and force them to Islam. If they do not embrace Islam, then kill them. This verse allowed Muslims to fight the non-Muslims until they embrace Islam. These verses allowed fighting people unless and until, they embrace Islam and implement its rulings and obligations. Allah mentioned the most important aspects of Islam here, including what is less important. If they repent and become believers then forgive them. There, in the above paragraph, we read the true spirit of Islam, as per the immortal exegetes of the Qur’an. According to the most Qur’an scholars this verse (9:5) is known as the verse of the sword (ayat saif); this verse alone cancels about 124 verses that espouse mercy, tolerance and forgiveness to the pagans… Islam cannot be reformed. Muhammad himself has banned any reformation to Islam. Reforming Islam is not a new idea. From time to time Islamist Scholars have attempted to reform Islam. They have failed. You might have heard of the group called Mutazzilites. Their sincere attempt to reform Islam in or around the ninth and tenth century had failed miserably. Many such Mutazillites faced severe Islamic punishment for bringing innovation (bidah) in Islam. Introducing innovation in Islam is a serious crime, according to Ghazali. Whoever, brings in such a reform is subject to Islamic punitive measure, which is death. Today, Islam is fossilized in the seventh century Bedouin Arab customs upon which Muhammad had founded Islam… Islam is at perpetual war with the non-Islamic world (the Qur’an 4:76, 60:4). Those who read the Qur’an and ahadith (Muhammad’s deeds and traditions) and want to emulate them… must hate the non-Muslims, humiliate them, distrust them, deceive them at every opportunity, and kill them when the situation is appropriate. This is the stipulation of the central doctrine of Islam. A Muslim who does not emulate this cardinal premise of Islam is not a Muslim at all… Killing, assassination, terrorism and bloodshed are the DNA codes of Islam… Terrified, many non-Muslims often ask: what do the Islamist terrorists want? I am currently reading an Arabic manual called Al-Tarbiya al-Jihadiya fi Daw’ al-Kitab wa al-Sunna (”The Jihadi Upbringing in Light of the Koran and Sunna”), written by one Sheikh Abd al-Aziz bin Nasir al-Jalil. After closely examining the word “jihad,” he concludes that “jihad is when Muslims wage war on infidels, after having called on them to embrace Islam or at least pay tribute [jizya] and live in submission, and then they refuse.” The book also contains terse summaries of the word “jihad” from each of the four schools of jurisprudence, which have the final say as to how Islam — or in this case, jihad — is articulated: According to the Hanafis, jihad is “extreme and strenuous warfare in the path of Allah, with one’s life, wealth, and tongue — a call to the true religion [Islam] and war to whoever refuses to accept it”; according to the Malikis, jihad is “when a Muslim fights an infidel in order that Allah’s word [Sharia] reigns supreme”; according to the Shafi’is, jihad is “fiercely fighting infidels”; and, according to the austere Hanbalis, it is “fighting infidels.” (Note: “infidels,” or kuffar, simply means non-Muslims.) While al Qaeda has become the most well- known international terrorist organization, it is not the most successful. That title goes to less well known regional terrorist organizations. The most successful of these has been Pakistani Islamic terror group Lashkar I Toiba (LeT). While al Qaeda has been reduced to a franchising operation, LeT is a real organization with separate departments for recruiting, fund raising, training, and operations. The LeT is, like the Taliban, a creation of the Pakistani ISI (Inter Service Intelligence agency)... LeT (and several similar outfits) was created to carry out terror attacks in India, while the Taliban was created to give Pakistan more influence over what happened in Afghanistan. While the Taliban, or part of it, turned against Pakistan, LeT did not and has quietly grown into a regional Islamic terrorist organization directly responsible for far more death and destruction than al Qaeda. While al Qaeda is homeless and tends to franchise its name, LeT has a secure base within Pakistan and the protection of ISI and the Pakistani military. This allows LeT to recruit and train operatives and plan and carry out terror attacks in India and, more recently, in Afghanistan, Bangladesh and a growing list of other countries. Al Qaeda has survived by becoming regional, rather than international. The original al Qaeda is back where it was founded three decades ago, in the tribal territories of northwest Pakistan. Here, about a thousand members (many of them married into local tribes and semi-retired) manage to protect supreme leader Ayman al Zawahiri along with a shrinking network of training camps and safe houses. About ten percent of these al Qaeda men are actually in eastern Afghanistan, but are even less active. Al Qaeda is tolerated by the Pakistani government as long as it does no (or very little) violence inside Pakistan. Thus the relatively large number of al Qaeda operatives “retiring” to the tribal territories. Many did this to survive growing hostility from local tribes against the largely foreign al Qaeda members. In the last decade over a thousand foreign al Qaeda men (mainly Arabs and Central Asians) have been killed by local tribesmen for, well, not getting along with the locals. Many al Qaeda member fled and this played a part in the development of the two major operational branches that emerged over the last decade in Yemen and North Africa. AQAP (al Qaeda in the Arabian Peninsula) has suffered heavy losses in the last year. AQAP was formed in 2009 after the remnants of the Saudi al Qaeda organization (several thousand full and part time members) fled to Yemen and merged with the Yemeni al Qaeda branch. AQAP also benefitted from hundreds of Iraqi al Qaeda members who arrived after the defeat of al Qaeda in Iraq in 2007-8. Growing unrest in Yemen (against the long-time Saleh dictatorship) enabled AQAP to recruit locally and take over several towns in the south by 2011. Then the government launched a counteroffensive last year and AQAP got hurt very badly. That offensive continues, along with the growing use of American UAVs in Yemen. At the same time there are few other places for defeated al Qaeda men to flee to. The sanctuary in Mali was destroyed earlier in the year by a French led offensive. The sanctuary in Pakistan (North Waziristan) is hostile to active al Qaeda and mainly for local Islamic terrorists. Surviving al Qaeda men are increasingly operating in isolation and under heavy attack. Sometimes, as is happening now in Syria, they attack each other. While the al Qaeda situation is desperate in Yemen, AQAP is still al Qaeda’s most capable branch and the only one that has shown any ability to support attacks (few successful) in the West. In North Africa there are three major Islamic radical groups, as well as some smaller ones. Ansar Dine was originally from Mali and led by Tuareg Islamic radicals.  MOJAO (Movement for Oneness and Jihad in West Africa) is from neighboring Mauritania. It is largely composed of black African Islamic radicals and led by Mauritanians. The largest of the three is AQIM (Al Qaeda in the Islamic Maghreb) which has members from all over North Africa, but mostly from Algeria. MOJAO is basically a Mauritanian faction of AQIM and there continues to be some ethnic and racial tension between the two groups. AQIM has the most money and weapons and used this to exercise some control over the other two major radical groups (who outnumbered AQIM in Mali). AQIM and MOJAO are sometimes at odds with Ansar Dine, which felt it should be in charge in Mali because it is Malian. Until late 2012 all three groups cooperated in order to maintain their control of northern Mali. Then Ansar Dine began negotiating with the Mali government for a separate peace and some kind of compromise over Tuareg autonomy in the north. In part this was because MUJAO and AQIM were bringing in reinforcements from Morocco, Western Sahara, Algeria, Pakistan, Egypt, Yemen, Nigeria, and Sudan and threatened to reduce the area Ansar Dine controlled. Ansar Dine saw itself as the only Malian group in the Islamic radical government up north and was determined to defend Tuareg interests against the many foreigners in MUJAO (which also has some Malian members) and especially AQIM (which wanted to run everything). Ansar Dine saw AQIM as a bunch of gangsters, dependent on its relationship with drug gangs (al Qaeda moves the drugs north to the Mediterranean coast) and kidnappers (who hold Europeans for multi-million dollar ransoms). All this cash gave AQIM a lot of power, both to buy weapons and hire locals. With the high unemployment in the north and the daring image of Islamic warriors, working for AQIM was an attractive prospect for many young men. Most of those new recruits deserted as their employers fled the advancing French in January 2013. The Tuareg members of MUJAO and Ansar Dine could find locals in the north to shelter them while the foreigners (mainly from AQIM) had to flee because they were too easily spotted by Mali civilians and pointed out to the French, Malian and other African troops who now occupy the north. The French led invasion was a crushing blow to AQIM, just like the Yemen offensive last year was to AQAP. In the wake of the Mali disaster Islamic terrorists in North Africa have reorganized. AQIM has relocated to southern Libya while Ansari Dine, especially the Tuareg leadership, faded back into the many Tuareg living in the Sahel (the semi-desert region between the Sahara Desert and the tropical forests to the south). Recently two North African Islamic terrorist factions merged to create a new group; Al Mourabitoun. The new group has already been operating, largely in Niger where is recently carried out several daring attacks (including a prison break in June and twin bombings in May). One of the merger partners is an al Qaeda splinter group led by Mokhtar Belmokhtar (the planner of the January natural gas facility attack in southern Algeria that got 37 workers and 32 terrorists killed). Belmokhtar has a reputation for always escaping the many efforts to kill or capture him. Belmokhtar was number two or three in the North African al Qaeda organization (AQIM) but formed his own splinter group in late 2012. Belmokhtar’s faction  survived the French invasion. The other component of Al Mourabitoun comes from MOJWA. This merger was another aftereffect of the French led invasion that began last January. Within months hundreds of experienced Islamic terrorists scattered and slowly reorganized via email, cell phones and hand-carried documents. Recruiting took a big hit as the operations in Mali this year showed once more that Islamic radicals cannot stand up to professional soldiers and their governing methods tend to turn the population against them. This caused over a thousand AQIM members to desert while nearly 500 were killed in the Mali fighting. Hundreds of local Islamic terrorists (Tuaregs, MOJWA and other black Africans from countries in the region) stayed in northern Mali and continue to try carrying out a terrorist attacks. There are a few larger groups of these Islamic terrorists still wandering around the far north but they were hunted by French aircraft and hit with smart bombs until most fled to neighboring countries. Some of these Islamic terrorists have renounced their alliance with al Qaeda and sought to evade attack by just being another group of Tuareg separatists. Most of the still functional Islamic terrorists have reformed in Niger, Tunisia and Libya. Many individual terrorists made their way to Syria, which is the next-big-thing for murderous religious radicals. Despite the senior leadership remaining in Pakistan, the most active, and dangerous, international terrorism operations are coming out of AQAP. AQIM survives by becoming a drug gang that smuggles various narcotics to North Africa and Europe. As a result of this al Qaeda is urging Islamic radicals everywhere to try and organize and carry out terrorism operations wherever they are. Islamic terrorists cannot operate without supplies. They need weapons, ammo, vehicles, communications and all manner of other supplies to operate and survive. While terrorist groups will accept contributions of goods, they prefer cash. Thus the most successful terrorist groups are the ones who can get their hands on the most cash. For a long time one of the easiest ways to obtain a lot of cash was to kidnap a Westerner (or anyone from a wealthy family) and hold them for ransom. This only works if the potential victims make themselves available to grab. In countries where law and order are weak those worth kidnapping tend to take good care of their personal security. Western tourists or workers in Moslem countries used to be good targets, but all it took was a few kidnappings to halt the tourism and put tight security on Westerners who had to be there. Finally, many Western countries enacted “no ransom” policies... The most reliable source of funds is Islamic charities and foreign charities in general. The charity route sometimes involves deception, but often the donors know exactly where their money is going and approve of how it is used. Much of the charitable contributions come from private donations, NGOs, madrasas (Islamic religious schools) and businesses throughout South Asia, the Middle East and Europe. Most of it tends to come from Saudi Arabia and Kuwait where many terrorist groups have considerable support not only among local and expatriate Moslems but also patronage of the royal families and other higher ups in both these countries. This allows some terror groups to solicit quite openly. Often in the country where the terrorists are operating they can raise cash from local businessmen, industry leaders, farmers and others willing to donate freely. These donations are collected throughout the year sometimes in the name of religion and often, openly, for jihad. Fund raisers will often issue receipts for donations. To placate Western nations trying to shut down Islamic terrorists the fundraisers often operate through front companies or Islamic charities and are registered as such with the local government. Donations are particularly heavy during the Hajj (the last month of the Moslem calendar when pilgrimages to Mecca are undertaken) and Ramadan (the 9th month of the Moslem calendar, when observant Moslems fast and pray a lot)...  Over the last decade Saudi Arabia and other Gulf Arab states have been under increasing Western pressure to crack down on this terrorist fundraising. Saudi Arabia, in particular, has cracked down since 2003 (when al Qaeda began making attacks there), after denying that there was a big problem with wealthy, and generous, Islamic conservatives in the kingdom. In the United States several Islamic charities have been successfully prosecuted since September 11, 2001 for sending money to terrorists. Terrorist organization prefer to set up support organizations in Europe and North America, as they can safely stash their families and key operatives there by having them all claim asylum. This, until recently, was something these nations were often quick to offer, and were quite tolerant of terrorist activity. But these nations, especially the ones that were subjected to terrorist attacks since 2001, are much less accommodating these days. The terrorists constantly adapt. Decades of efforts to curb their fund raising have had an impact. It is much harder for terrorists to raise cash now, but they still do so. This has increased the importance of terrorists who specialize in fundraising. These men (and some women) develop lists of known donors, or potential ones and assign other specialists to travel around and personally visit these donors. By way of introduction these visitors are authenticated by smartphone videos from some prominent cleric or terrorist leader, often in the presence of the visitor, saying that this man is authorized to collect funds for the cause. If a donation is forthcoming this brings into play another specialist who knows how to get the money safely from the donor to the terrorists. Meanwhile, yet another new fundraising specialist has come into play; the media advisor. Terrorists have learned that working the media (Western and in Moslem countries) is crucial for getting attention for specific terrorist groups in need of money. The media advisor recommends what types of attacks to make and what kind of press releases to put out afterward in order to get favorable attention from specific donors or groups of donors. The media advisors keep track of attitudes in countries or expatriate populations that are likely donors to identify individuals or organizations the fund raisers can approach and what types of terrorist actions will make such visits the most lucrative. Every terrorist organization has specific needs and donor communities most likely to give. Terrorist groups that survive and thrive are the ones that are most successful at raising cash. NATO operations in the three years have greatly reduced the fighting strength of the Taliban and the drug gangs in eastern Afghanistan, leaving the Pakistan-based Haqqani Network as the most powerful Islamic terror group in the region. Haqqani is basically a family business, and most of the business is criminal. Kidnapping, extortion, smuggling and whatever else is available has kept the organization going... Starting in 2011 Haqqani came under unprecedented attack by NATO forces. That meant over 1,600 suspected Haqqani men (including 300 local leaders) were arrested during over 500 raids in that year alone. The borders with Libya, Niger and Mali are largely in the Sahara desert, which offers few places to hide and large distances to be crossed before you reach anything of value. There are few roads and these are patrolled and monitored by checkpoints. This has become a major problem for the Islamic terrorists. The northern routes, near the Mediterranean are not much safer, mainly because most of the professional smugglers (who make a living a sneaking goods across the border) won’t deal with Islamic terrorists and let the army and police know this. That enables bribes to be paid, but only if the smuggling group (often family or clan organizations) keeps its word. The terrorists are always offering large bonuses to smugglers, but few want to endanger their livelihood for a one time score. Moreover, other smugglers will turn in those among them who deal with terrorists, so as to avoid a police crackdown on the entire group and area where Islamic terrorists or weapons are found getting in. The smugglers know that even if you get past the border zone you are not safe because the Algerian patrols continue all along the coast and the security forces are always looking for evidence (especially from terrorists or criminals they can interrogate) about smuggling activity. Thus smugglers regard dealing Islamic terrorists or weapons as toxic. The police know this and, in effect, put less pressure on “clean” smuggling in order to make it more difficult for “dirty” smuggling to take place at all. A retired Israeli diplomat recently revealed that Israel had quietly tracked down and killed most of the Iranians or Iranian operatives involved in two terrorist attacks against Jews in Argentina in 1992 and 1994. The terrorists have demanded ransoms of over $20 million each for some of their European captives. A group of Al Qaeda fighters in Syria is emerging as a rival terror threat to the Islamic State. The network, known as the Khorasan Group, was acknowledged and named publicly for the first time on Thursday by Director of National Intelligence James Clapper. He confirmed the group is operating in the region and said they may pose as great a threat to the U.S. as the Islamic State. “There is potentially yet another threat to the homeland, yes,” Clapper said at an intelligence conference in Washington.
