Russia has banned YouTube videos showing 14 minutes of an American film critical of Islam. This is being done to placate the Arab world, which is angry with the film as well as continued Russian support of the pro-Iran dictatorship in Syria (which is dealing with an armed rebellion.)... Senior government officials are openly feuding with leaders of the Russian Orthodox Church over a church campaign to shut down a Russian production of the Western musical "Jesus Christ Superstar." The three Russian Caucasus provinces (Chechnya, Ingushetia, Dagestan) have been unusually violent for the last decade, leaving over 10,000 terrorists, civilians and security personnel dead. This is not unusual for the Caucasus, as the Russians occupied the area two centuries ago in response to the chronic unrest and banditry (which preyed on nearby Russian territory.) Nothing much has changed in all that time and the three provinces still see up to a hundred killed and wounded each month because of terrorist activity. Russian President Vladimir Putin has signed into law a bill that forces relatives of terrorists to pay for damages caused by their attacks. It also boosts penalties for launching, participating, or financing militant or terrorist groups. Under the law, all damages – including moral damage – should be compensated “at the expense of the means of the person committing the terrorist act and also at the expense of the means of his [or her] family, relatives and close people.” The term “close people” refers to those whose lives, health, and well-being are valued by the terrorist, due to the terrorist’s personal relationships with the individuals. source: http://rt.com/politics/putin-law-relatives-terrorists-166/

Until the Soviet Union (and the ancient Russian empire) collapsed in 1991, the Caucasus was more peaceful than it had ever been. This, however, was accomplished via decades of using state-sponsored terrorism, including killing anyone who became troublesome and shipping off many people to prison camps who seemed like they might become troublesome. It was brutal, unfair, and it worked. But these policies were unpopular throughout Russia, to ethnic Russians as well as all the “others.” So the new government got rid of the terror apparatus (prison camps, secret police, and the nasty attitudes that made it all work) in the 1990s. For the people of the Caucasus this new freedom from terror meant they could revert back to their ancient ways. This was a problem because outlaw behavior had been endemic to the region for thousands of years, especially among the Chechens...  Russia tried to walk away from Chechnya in the early 1990s, after an uprising there proved too difficult for Russian troops to put down. That just enabled Chechnya, which quickly fell under the rule of a coalition of clan based criminal gangs, to become gangster central for the region. Chechen gangsters lived large via smuggling, robbery, and kidnapping. The Russians threatened to come back and the Chechens ignored the threats. But then the Russians did return in 1999, after the Chechen crime wave and Chechen Islamic radicals caused a growing public outcry throughout the Caucasus and southern Russia. This effort was popular in Russia, the aftermath less so. Using the traditional tactics of overwhelming force, determination, and ruthlessness, the Russians regained control of Chechnya. As was their custom, they appointed the most powerful and reliable clan to run the place and hoped for the best. But passing out jobs and other goodies to the most pro-Russian clans didn't stop the majority of Chechens from trying to make a living the traditional way (from anyone who didn't belong to their clan, especially non-Chechens). Russia believes that at least 400 Russian Moslems are currently fighting in Syria, out of over a thousand who have gone to Syria so far. Russia is preparing to deal with those who return with lethal intentions. Some of the Russian Moslems fighting in Syria have already made it clear, via videos posted online, that they intend to be as violent back in Russia as they are now in Syria. In response Russia recently announced that it was making plans to deal with the Syrian Islamic terrorists who did return to their homes in Russia (largely in the Caucasus, but some are from other Moslem communities in Central Asia, the Crimea and some major urban areas). Some have already returned, not all of them with lethal intent. The government preparations were not explained in detail, probably because most of them are generally banned, or at least frowned upon in the West. These forbidden countermeasures include kidnapping, torture, mutilation and group punishment. That last measure was one of the most effective.
